What it is
This page names the kinds of sentences a child meets first: a telling sentence, which ends with a period, and an asking sentence, which ends with a question mark. Naming the kind is what tells the child which mark to write.
When a child is ready
Use it once the child writes or copies whole sentences and knows what a sentence is.
If they struggle
Say one idea both ways, the dog is wet and is the dog wet, and let the child hear the voice rise at the end of the question. Have them say the sentence aloud before choosing the mark; at this stage the ear settles it far more reliably than the rule does.
